ovb-3ctlr_1comp-featureset001-ocata-branch failing due to missing common dir

This is similar to https://bugs.launchpad.net/tripleo/+bug/1753817
In fact this job would fail in the same, if it didn't fail earlier on a slightly different issue.

The problem here is that we did not have a common directory in tripleo-heat-templates in ocata, and the package build of tripleo-heat-templates is failing when trying to install this directory:

The solution is similar to 1753817, being that we need an ocata branch in the packaging as well. That branch needs to be made at the commit before the common directory was added to the packaging.
