Contrail GUI cannot be accessed (connection refused)

Bug Description

After deploying OpenContrail 4.1 with containers, I couldn't access the Contrail GUI: Coonection refused.

Looking into the logs inside the controller container:

ReferenceError: logutils is not defined
    at ReadFileContext.callback (/usr/src/contrail/contrail-web-core/src/serverroot/common/config.utils.js:117:17)
    at FSReqWrap.readFileAfterOpen [as oncomplete] (fs.js:367:13)

It seems that logutils variable is not defined in updateAndWatchMOTDFileChange() function from /usr/src/contrail/contrail-web-core/src/serverroot/common/config.utils.js.
