Bug Description

Feature Freeze Justification
----------------------------
Evolution was delayed to not intertangle transitions.
gnome-shell was released late upstream.
gnome-control-center & gnome-shell were waiting for a subject matter expert to return from holiday.
Shotwell got overlooked but plans to release at the same time as GNOME.

GNOME prefers us to not mix and match components from different versions as much as possible.

GNOME 3.28.0 release is just over a week away

Affected Packages
-----------------
DONE: evolution transition LP: #1752578
DONE: gnome-shell and mutter LP: #1751070
DONE: shotwell
DONE: gnome-settings-daemon LP: #1750174
DONE: gnome-session
DONE: gnome-control-center LP: #1750174

DONE: gnome-games, retro-gtk & libmanette (libmanette released yesterday with updated library name, waiting on new retro-gtk release expected any day)

The desktop team wants GNOME 3.28 in 18.04, so +1, let's get it done as
soon as we can though.
