Bug Description

There is meant to be a whitelist of known secure (TLS) registries, however this isn't working as expected.

Registries like trunk.registry.rdoproject.org are going through insecure registry detection, which is really slow when you're snowed into a hotel with overloaded wifi...

    Populate secure registry set with known secure

    That was the original intent of SECURE_REGISTRIES, but it was never
    actually used. This change fixes that.
