appcenter : Failed to fetch

E: Some index files failed to download. They have been ignored, or old ones used instead.

i tried:
sudo apt-get clean
sudo rm -rf /var/lib/apt/lists/*
sudo rm -rf /var/lib/apt/lists/partial/*
sudo apt-get clean
sudo apt-get update

which solved the problem yesterday, but today the problem is back, and those commands no longer work.

so how can we resolve this problem?
