libhildondesktop-dev package isn't installed by default in build root dev environment

In current build root environment, there are libhildon-1-dev, libhildonfrm2-dev and libhildonmime-dev installed by default. But seems libhildondesktop-dev is missing, so developer can't build hildondesktop relevant plugins, such as statusbar plugin unless he install libhildondesktop-dev manually.

Reproduce steps:
----------------
1. Go into buildroot dev environment
2. dpkg -l | grep hildon

Current result:
----------------
libhildondesktop-dev is missing

Expected result:
----------------
libhildondesktop-dev is installed by default

Added libhildondesktop-dev to the project environment.
If you want to have all of the same development libraries in the target environment (my prefered development practice), insteall the "developer tools" fset into the target.

Bob, for users, project fs is the right place to build application. ForIA32 based target platform, there is no difference between target fs and project fs. But if it touch across platform toolchain, it doesn't make sense this way (Build app in target fs). :)
