Make sure WLAN driver implements SIOCSIWENCODEEXT in MRVL 8686 V9

Please make sure MRVL 8686 V9 implements SIOCSIWENCODEEXT wireless extension , or otherwise return ENODEV or EOPNOTSUPP to make sure Network Manager and MRVL WLAN driver work well toghether to enable connectivity to WEP encrypted networks.
