Bug Description
VM not able to reach fabric network, which is associated with floating ip, whose network is enabled with fabric SNAT
1. create a VN say FVN, for floating ip pool and enable fabric SNAT
2. create a floating ip from the floating ip pool
3. create a test VN say VN1, launch test VM and associate the floating IP
4. launch VM on floating network, FVN, and verify that the external network is reachable
5. whereas test VM fails to reach the fabric network.
