default ceph repo installed for pike should be jewel

The default behavior of TripleO Pike when deploying Ceph to Jewel. Queens will use Luminous but Pike has already been released so the default Ceph shouldn't have recently changed as per:

 https://review.openstack.org/#/c/540797/

So the fix to https://bugs.launchpad.net/tripleo/+bug/1747279 was close but should have specified different versions for producing Lumionus so that if a user runs the following:

`tripleo-repos current-tripleo-dev ceph`, then she should get Luminous
`tripleo-repos pike ceph`, then she should get Jewel

    Use the ceph jewel repos from the openstack pike branch

    Master, and in the future queens will use luminous, but pike's default
    behavior is to use jewel.
