Clicking install updates does not install checked items

Binary package hint: update-manager
I'm running Gutsy x86_64 and I've got a problem with the update manager.
Important security updates, Recommended updates and unsupported updates is checked.
The update manager shows two installable packages. Libcairo2 & libcairo2-dev, these are both are checked.
When I click install updates; I see the checking for updates dialog with reading state information as the message, then I am returned to the original form showing the two installable items.

Not a bug...
I just found the setting in synaptic that only installs packages by preference on gutsy instead of the highest version, Once I changed the setting the upgrades installed ok.
Synaptic settings- >Preferences- >Distribution
DOH!
I think the update manager should not show updates if this is set.
