Bug Description
After running 'juju disabled-command all "Model is locked down"', if I
try to run juju resolved, I get a repeated error message, e.g.:
jujumanage@
ERROR Model locked down (operation is blocked)
All operations that change model have been disabled for the current model.
To enable changes, run
juju enable-command all
ERROR

The error message is nice, but I think once is enough.
