Bug Description

Regression in 0.9.12.3 - New Windows are partially hidden by the launcher

After upgrading a few packages earlier this week, (including compiz, compiz-gnome, and compiz-cpre, and compiz-plugins-default) from (1:0.9.12.2+16.04.20160823-0ubuntu1) to 1:0.9.12.3+16.04.20171116-0ubuntu1
New windows display underneath my left-side launcher instead of to the right of the launcher. As a result, I'm unable to minimize, maximize, or close windows.
I've experienced this across numerous GUI-based apps (gedit, firefox, sublime, alarm-clock) just to name a few.

I've restarted compiz (by issuing compiz) and restarting again and still have the same issue.

I've included a GIF displaying what happens.

This bug occurred after updating several packages (listed below), I've believe the issue is to be compiz.

Edit: this bug is still present after i upgraded to compiz 1:0.9.12.3+16.04.20180221-0ubuntu1

Here's a OGV File displaying the problem. As shown in the video, new applications windows minimize, max, close buttons are not appearing in the upper-left-hand corner as well as a portion of the window.

This also occurs even if I make other workspaces and try to create new windows in it.
