New versions of Inkcape doesn't work on Windows 7 (x64)

Bug Description

Inkscape worked fine with Windows 7 before, but after I reinstalled clean system, it stoped to work.
When Inkscape starts, it has no window, but only process in system task manager. Such issues occurs with 0.92.2 and 0.91 both x64 and x32 versions.

Last version working fine is 0.48 (x32).

Topic "Inkscape takes a very long time to start" helped.
So it compiled default Windows 7 fonts for about 1.5-2 min on PC with following devices:

CPU: QuadCore Intel Core 2 Quad Q8200, 2333 MHz (7 x 333)
Memory: 4096 MB (DDR2-800 DDR2 SDRAM)
Video: NVIDIA GeForce GTX 295 (896 MB)
