3.0.3 due date in different time zones

EG 3.0.3 with web client

Server time zone: Pacific UTC-08:00

Library setting: Date and Time format is set to yyyy-MM-dd HH:mm

Library setting: Library time zone is always in line with the workstation's timezone

1. due date correctly ends at 23:59 right after items checked out at workstations in Pacific timezone. But when viewing these circs on workstations in Central timezone, the due date ends at 01:59 of next day.

2. due date ends at 10:59 right after items checked out on workstations in Central Timezone. When viewing these circs on workstations in Pacific time, it ends at 12:59.

Is the timezone piece not on 3.0.3?

Can you give us exactly which screens you're using here?

There are up to four different views in play. In (1) there's one view immediately after checkout on a workstation in Pacific and another some time later in on a Central workstation, but it's unclear what UI is in use for either. For (2) it's unclear where the transaction occurred, and which interfaces are used on each workstation.
