Bug Description
Fontconfig 2.12.93 (2.13-rc4) shows some significant improvement over 2.12.x/2.11.9x in caching speed. For a directory that takes an old version three minutes to cache, 2.12.93 can finish in around fifteen seconds. This should greatly improve usability for users who frequently change their font directory, such as Windows "insider" testers who upgrades the whole system (fonts always included) biweekly or weekly.
The ABI remains unchanged.

Please note we switched our build system to use MSYS2's MINGW-packages. As soon as the new version is released and updated there, Inkscape builds will make use of it!
I'll try to include it into 0.92.3 already either way (I already have successfully built the release candidate locally)
