apt show libcdio-utils:

Description: sample applications based on the CDIO libraries
 This package contains a collection of small libcdio-based tools:
  * cd-drive show CD-ROM drive characteristics
  * cd-info show information about a CD or CD-image
  * cd-paranoia an audio CD ripper
  * cd-read read information from a CD or CD-image
  * cdda-player a simple curses-based audio CD player
  * iso-info show information about an ISO 9660 image
  * iso-read read portions of an ISO 9660 image
  * mmc-tool issue low-level commands to a CD drive

cd-paranoia is missing from package. This breaks abcde 'optional' functionality which is in fact the most common used, since the original cdparanoia (separate program) is abandoned since 10 years.

so libcdio17 is broken on audio cd's (- https://bugs.launchpad.net/ubuntu/+source/audacious/+bug/1740644
 And now the cd-paranoia binary is missing.
What's going on??

Well it appears it's been moved out of libcdio & the binary is no longer built

Actually quite simple, no one set the binary to be installed in libcdio-paranoia2.install file
i.e.
usr/lib/*/libcdio_paranoia.so.*
usr/bin/*

What i should of said is a new package for cd-paranoia, can't see ubuntu doing that for 18.04..

The solution would be to just set the binary to be installed in the install file. Independent from the decision of deb multimedia. Workable solution with the least amount of effort.

For anyone who wants a fix independent from Ubuntu maintainers action:

Go to the deb multimedia repo for unstable sid and download
http://www.deb-multimedia.org/dists/unstable/main/binary-amd64/package/cd-paranoia and http://www.deb-multimedia.org/dists/unstable/main/binary-amd64/package/libcdio18.php .

Install with `dpkg -i`, done. Two harmless error messages are thrown when the program runs, they can be safely ignored.

Errors to ignore:
cd-paranoia: /usr/lib/x86_64-linux-gnu/libcdio_paranoia.so.2: no version information available (required by cd-paranoia)
cd-paranoia: /usr/lib/x86_64-linux-gnu/libcdio_cdda.so.2: no version information available (required by cd-paranoia)
