[queens promotion] - old rpm version installed

The Queens promotion has been waiting on the following fix:
https://github.com/openstack/instack-undercloud/commit/52dbe134abcc20a17e9ee60e4a268df4fa073c5d
but runs of the promotion jobs subsequent to this fix being available are still failing.

Do we have an issue with the mirror used?

We're currently not consistent on the centos7-queens repositories due to a failure to build os-net-config:
File not found: /builddir/build/BUILDROOT/os-net-config-8.2.1-0.20180216075843.35eada4.el7.centos.x86_64/usr/bin/os-net-config-sriov
