Bug Description

1) Ubuntu 16.04.3 LTS
2) “N: Unable to locate package ubuntu-release-upgrader”
3) I was checking for updates in Software Updater. I was not planning to update to a later version of Ubuntu.
4) An error message appeared regarding partial upgrades.
