External usb 3.0 harddisk not detected by default on 16.04.3

Ubuntu 16.04.3 clean install on a Medion Akoya e6436

kernel: Linux laptop 4.13.0-32-generic #35~16.04.1-Ubuntu SMP Thu Jan 25 10:13:43 UTC 2018 x86_64 x86_64 x86_64 GNU/Linux

Seagate expansion harddisk external 1TB does not get recognized by default on 16.04.3
tested same harddisk on ubuntu 18.04(on another machine) daily and it works there

External harddisk iomega 2.0 with 2 usb splitted cables works by default

Tested the seagate 1TB on all 4 ports, non detecting the harddisk, led of the disk keeps flickering

FIX= sudo su
for i in /sys/bus/usb/devices/*/power/autosuspend; do echo -1 > $i; done

and the seagate gets detected on 1 usb 3.0 port

is it possible to disable usb autosuspend by default on ubuntu in the future?

Now i need to find a way to make this persistent on reboot
cause the seagate only gets detected with usb 3.0 connected before ubuntu boot on 1 same usb 3.0 port only, not the other one(s)
if i dont connect it, i have to manually enter the autosuspend command every time again

Tested 18.04 daily on the problem machine liveusb, also does not get recognized

On windows 10 only 1 usb 3.0 port detects the seagate, i suspect a faulty hardware
