Tried this locally as well.. no stackrc or openstackrc created with a containerized undercloud.

it's because you looked at https://review.openstack.org/#/c/517444/ logs which doesn't activate the proper undercloud install command.

I confirm the stackrc file is here: http://logs.openstack.org/14/543014/10/check/tripleo-ci-centos-7-undercloud-containers/9d610b2/logs/undercloud/home/zuul/stackrc.gz and is managed here: https://git.openstack.org/cgit/openstack/tripleo-heat-templates/tree/extraconfig/post_deploy/undercloud_post.sh#n15

Therefore, the bug is invalid.
