Upgrade package to libwebsockets >= 2.3.0 for 18.04 LTS

Bug Description

A lot of development and bugfixes happened in libwebsockets since version 2.0.3.

We have been using libwebsockets 2.3.0 in some of our projects and found it to be much more stable than earlier releases.

Could you please consider upgrading the package to v2.3.0 (or newer) for the upcoming 18.04 LTS?

In general, newer versions are packaged in newer Ubuntu releases. They are sometimes backported, but older releases are mostly unchanged except for security issues or critical bugs. See https://answers.launchpad.net/ubuntu/+faq/3037 for more details.

The good news is that libwebsockets 3.2.1-3 is currently proposed for the upcoming Ubuntu Focal (https://bugs.launchpad.net/ubuntu/+source/libwebsockets/3.2.1-3)

Thank you for taking the time to report this bug and helping to make Ubuntu better. However, I am closing it because the bug has been fixed in the latest development version of Ubuntu.

This is a significant bug in Ubuntu. If you need a fix for the bug in previous versions of Ubuntu, please perform as much as possible of the SRU Procedure [1] to bring the need to a developer's attention.
