list of billing types is gathered differently between XUL client and web client

Specifically, the web client makes use of open-ils.pcrud.search.cbt.atomic and the XUL client uses open-ils.circ.billing_type.ranged.retrieve.all, and they may come back with different results.

For example, with the stock concerto data, the Misc billing type (owned by the Consortia) will show up for all staff in the XUL client, but not the web client (though it will show up for the admin user).
