    Enable Heat and Designate dashboards in Horizon

    The Heat dashboard was split from horizon in Queens, and
    therefore needs to be installed separately.

    The Designate dashboard was never installed by the charm
    before but should be.

Is there a specific reason to install designate-dashboard only for Queens+? Is it feasible to include Ocata and Pike?

@Nobuto, My reasoning was to not introduce new behavior to older release deploys, but I really don't think it would be a problem to install it for ocata/pike as well.
