Qgis does not display menue: Warning: loading of qgis translation failed (also for US English)

Bug Description

When hovering over a menu icon Qgis displays an empty text box. This is annoying because users have to find the tool they need by trial and error like analphabets.

On start Qgis displays the error:

Warning: loading of qgis translation failed [/usr/share/qgis/i18n//qgis_en_US]
Warning: loading of qt translation failed [/usr/share/qt4/translations/qt_en_US]
Warning: QCss::Parser - Failed to load file "/style.qss"

This bug persists since several years.

Workaround: Settings -> Options -> Application -> Style -> change Plastique into GTK+
