Cannot remove inherited role from user

Bug Description
If a user has an inherited role set on a project (eg inherits 'project_admin' from project_a to child project project_b), horizon shows this as only a normal role on project_a.
If the user attempts to remove this role these errors display:
Error: Failed to modify 2 project members, update project groups and update project quotas.
Error: Unable to modify project "demo".
Additionally a user cannot give a normal version of that role to the user through horizon while they have the inherited role set.

IIUC horizon does not support hierarchical project at now. It is worth tackled as a blueprint. From this observation, I mark this as wish-list.
