ubuntu 17.10 crashed and will not reboot

Bug Description

after using and then closing opera I could not re-enter opera again because an error message said I did not have user privileges also I could not get into thunderbird to, so I shut down and rebooted thinking it would fix it, but it would not reboot after many tries, it kept coming up with errors, so I think I will reinstall 16.04 and lose all my data, very annoying, but I have a backup on external hdd.
Can I reinstall 17.10 without losing data please. Thankyou
