routers without external gateway should be excluded in Create VPN service form

Bug Description

Router without external gateway cannot be used as a router of vpn service.
Such routers should not be listed in the router choice of "Add VPN service" from.

As of now, neutron-vpnaas-dashboard does not show exact failure reason, so this feature would be nice.
