Thank you for submitting this bug and reporting a problem with synaptic. You made this bug report some time ago and Ubuntu has been updated since then.

Could you confirm that this is no longer a problem and that we can close the ticket?
If it is still a problem, are you still interested in finding a solution to this bug?
If you are, could you let us know, and in the current version, run the following (only once):
apport-collect 1746749
and upload the updated logs and and any other logs that are relevant for this particular issue.

If you check http://ppa.launchpad.net/ubuntu-wine/ppa/ubuntu you'll see that there were never any packages for the Artful release.

Your second PPA has an additional "http//" in the URL. Removing that may work depending on what packages are available for the release that you are using at the time.

I'm marking this as "Invalid" as the problems were not with synaptic but the PPA information that you gave it.

The Artful release (17.10) reached end-of-life on 19th July 2018. Hopefully you've now upgraded to Ubuntu 18.04 and that you've already resolved the PPA issues.

(Sorry for butting in "G" but I thought it best that this report was closed with the reasons why Mohit was experiencing the problems that he did.)
