Select toggle in acq general search doesn't respond unless you double click it

Bug Description
Tested in Web client on 2.12.2 and on Webby as of 2018-01-31.
Steps to reproduce:
1) Acquisitions > General Search
2) Search for Lineitem ID is NOT 0 (or some other query that you know will get you a lot of results).
3) Click the checkmark at the very top of the search results table. This should select all of the items on that page.
4) Click the Next button to proceed to the next page of results.
5) Repeat step 3. This time, clicking the checkmark doesn't have any effect, and then clicking it a second time selects those items.
Marking this confirmed, even though it deals with the legacy Acq search. Since we still need to use the legacy search because receiving and cancelling aren't available in Angular Acq search yet, this is still a valid bug.
I'm going to mark it as Low importance since you can still use the checkbox, it's just temperamental.
