Nodes assignment form stuck updating

Bug Description

The UpdateParameters action in tripleo-common has changed and now it runs heat validation to ensure that updated parameters are validated. As a result, update of the nodes assignment (node counts) form is not instant and takes some time. This form is automatically submitted on change using debounce. This means that once user changes nodes counts, the form submits and gets stuck without any indication of progress of saving parameters.

Proposed solution: Make the assignment form submitted manually by user and show spinner when parameters are being updated.

    Manually submit nodes assignment form

    Due to changes in updateParameters Mistral action which now validates
    parameters, which takes quite long time, we need to change nodes
    assignment form to be submitted manually rather than automatically
    using debounce.

    * introduce 'Save changes' and 'Cancel' buttons which
    appear when user changes nodes counts
    * Add overlay loader to role cards when parameters are being updated
