Shutdown hangs when laptop is on battery power

Bug Description
On a Lenovo T570 laptop running Ubuntu Desktop 17.10, shutdown / power off will hang if the laptop is on battery power. The dots underneath the Ubuntu logo will continue cycling, but the laptop will never actually power down. If the laptop is plugged in, shutdown / power off will succeed.

This bug is missing log files that will aid in diagnosing the problem. While running an Ubuntu kernel (not a mainline or third-party kernel) please enter the following command in a terminal window:
apport-collect 1746400
and then change the status of the bug to 'Confirmed'.
