Wishlist: Add MARC field help to the MARC editor

Bug Description

In OCLC's Connexion client software, you can right click on a 245 field and choose "MARC Field Help" from the dropdown menu that appears. This opens a browser to this page: https://www.oclc.org/bibformats/en/2xx/245.html, which provides lots of helpful information for catalogers.

It would be really sweet to see this in Evergreen's MARC editor as well, perhaps linking to the Library of Congress MARC field documentation (bibliographic: https://www.loc.gov/marc/bibliographic/; and authority: https://www.loc.gov/marc/authority/)

I would appreciate "MARC Field Help" too. Just one note: the linking to field documentation should be configurable (e.g. in the Czech Republic we use MARC documentation in Czech).

Adding a link to related wishlist bug 1746025 -- Add tooltips to MARC Editor. Would be nice to see tooltips restored in the web client as well as adding link-outs to more extensive info.

Getting translated tool tips depends on various national libraries or cataloging centers having translations available on the web. Currently, we can get English from the Library of Congress and French from Library and Archives Canada (LAC-BAC).

That said, the last time that I tried using those scripts, the one that gets data from Library of Congress would not work.

Chris Sharp is working on something related (pardon the pun, you'll know when you read the bug) that may help us fix the tool tip retrieval script in bug 1666987.
