Can't import cairo

Bug Description

I can't import cairo for python3 because there occurs following error:

Traceback (most recent call last):
  File "<stdin>", line 1, in <module>
  File "/usr/lib/python2.7/dist-packages/cairo/__init__.py", line 1, in <module>
    from _cairo import *
ModuleNotFoundError: No module named '_cairo'

Distribution: Ubuntu 17.10.1
