Remove azure-cli from zesty, artful and bionic

Bug Description

The current version of the azure-cli is 0.1.0~b7-1 on this repository.
However, the true latest is 2.0.25.

We would like to remove azure-cli from all distributions where it is available (zesty, artful and bionic).

The official install instructions point to https://packages.microsoft.com which frequently updates with the latest product version and that is the recommended way to install the product.

azure-cli is not available in bionic anymore.
However it will again be available in Focal. The upstream package is unfortunately of very low quality - it vendorizes the entire Python stack including the interpreter and its libraries, without any meaningful security SLA. It should not be used in production in my opinion.

Note also that the plugin system depends on being able to arbitrarily pull pip packages, bypassing any QA or security SLA that might be offered by your distribution. When I tried to package this in Debian I was modifying the plugin system to use apt/dpkg instead for plugins by default but this was met with hostility towards the modification from Microsoft. It's a shame but I eventually dropped the package from Debian (which I see you picked up bluca).
