"Apply" button is missing from Displays

Bug Description

Steps to reproduce:

  1. Click [1] -> [2] -> Devices -> Displays -> Scale: 100 %.

Expected behavior:

  An "Apply" button appears.

Actual behavior:

  No "Apply" button appears. This behavior prevents me from changing display settings.

[1]: the nameless menu in the top right corner of the screen labeled by five images depicting a network, the Bluetooth logo, a speaker, a battery, and downward pointing triangle
[2]: the nameless button labeled by an image of a socket screwdriver and wrench

I have the same issue in Arch Linux, Gnome version 3.26.2. Looks like an upstream issue!

I have the same issue while using

Ubuntu 17.10,
gnome-control-center 3.26.2

I'm attempting to have my laptop monitor (HP Spectrum 4k monitor) with scale at 200% which works correctly.

And then scale my external monitors to 100%. I have two dell 1080p monitors. When I attempt to change my external monitors to 100% the apply button doesn't show.

If I change the primary display from the current setting of 200% to 100% the apply button doesn't show. If I then change it back to 200% it does show.

My bigger issue is I'm trying to figure out if there is a way to do this through the CLI instead. Everything I see does not have a per monitor granularity.

Note: I have currently the following enabled

gsettings set org.gnome.mutter experimental-features "['scale-monitor-framebuffer']"

We also experienced this issue recently when we attempted an Ubuntu install on a Nuc setup with two small AMOLED displays.

We had to abandon the Ubuntu request from the customer and instead give them a Windows 10 based solution.
