Claims Returned fines are not voided when a backdate for the claim is used

Bug Description

In Evergreen 3.0.2 using Chrome, when marking an item claims returned and backdating the return date, fines are not being voided. If the current date is used, the fines would remain on the account but if a previous date is used then fines should be voided to that date.

An item was marked as claims returned after being checked out to a patron for almost 6 months. The item still had a status of checked out. The item was marked claims returned with a return date of the original due date. The fines remained on the account. I expected the fines to be removed from the account.

Testing on the 3.11.1 community demo server and the fines for items marked claims returned are adjusting as expected, based on the date the claims return is backdated to. I tested a few different scenarios - backdating to the original due date and backdating to other random previous dates - and the fines were fully and partially ajdusted, respectively. I think this can be marked Won't Fix.
