sahara-image-pack uses the standard oslo.config magic, which loads the configuration file (usually /etc/sahara/
The problem arises when sahara.conf can be read only by root and few other specific users, like (correctly) in the RDO packaging (it contains passwords, for example), but sahara-image-pack can be used by non-privileged users, and it bails out. sahara-image-pack should not depend in sahara.conf (it probably does not really depend on it).
