neutron workers still being set despite conditionals in ocata

Ocata only: The backport https://review.openstack.org/#/c/481587/ was intended to set worker counts to the parameter value iff the parameter was set did not remove the existing lines that set the hiera, resulting in neutron selecting the default of 'processorcount'

    Remove non-conditional worker count configuration

    Backport https://review.openstack.org/#/c/481587/ didn't remove the
    existing lines that unconditionally set the worker counts. This results
    in neutron effectively using 'processorcount' for worker counts.
