MSTS DieselSpecialEffects block is parsed by OR when using ORTSDieselEngines block

There is some interplay between the MSTS Effects/DieselSpecialEffects block and the ORTSDieselEngines block when both are present, using the OpenRails folder and include files.

In order to eliminate the MSTS diesel exhaust effects the user must set the exhaust diameter (size of diesel smoke texture file) to zero to eliminate the MSTS effects.

Nothing is indicated in the OR log concerning this problem.

Is this a new problem or has this always been the case?

Could you run some tests with the setup that you have built and confirm whether the problem existed with the following builds or not?

i) v1.2 (#3766)
