Bug Description
When upgrading a MAAS system from Ubuntu 16.04 LTS (Xenial) to Ubuntu 18.04 LTS (Bionic) the user is warned that postgresql 9.5 is out of date. And while postgresql 10 is installed MAAS continues to use version 9; as purging version 9 removes the MAAS database.
My suggestion is to have either a) a documented guide for migrating from version 9 to 10 or b) have something that updates the backend database to using version 10.
