Bug Description

while adding policy/sg to SLO from config editor throws below error:

"Error : Bad reference in create: Error validating reference network_policy_refs value {'to': ['default-domain', 'admin', 'pol-alok']} 'attr'"

The issue exist for new SLO creation as well as editing the existing SLO.
