tripleo-common fails to install in a venv

Bug Description

I'm now getting this error when I try to install tripleo-common in a Python venv:

error: could not create '/usr/share/ansible': Permission denied

    Use relative path for ansible role install

    This fixes permissions issues when trying to run:

    'python setup.py install' in a venv (non-root)
