apiserver depends on cmd/juju

Bug Description

The apiserver package depends on the modelcmd package, which is not right, as apiserver should have nothing to do with the top level command logic.

The dependency chain is as follows:

    github.com/juju/juju/apiserver
    github.com/juju/juju/resource/resourceadapters
    github.com/juju/juju/cmd/juju/resource
    github.com/juju/juju/cmd/modelcmd

So this problem is with resource/resourceadaptors.
