SM: Add an option to generate INV file only for Provision CMD with SM

server-manager provision --cluster_id five-node ga_8 --no_run

Closes-Bug: #1743905 - Added a "no_run" option to Provision command

to get generate only the inventory file and not execute the ansible provisioning.
