It seems https://review.openstack.org/#/c/522344/3/common/deploy-steps.j2 changed the name to common_deploy_steps_tasks.yaml but missed to to update it at other places.

    Include common_deploy_steps_tasks.yaml

    It seems to be changed in 0524c8635357d5617cc00d945d796d8f7d05c853,
    but the update playbook still includes the old one.
