Bug Description
A color palette generated with tools like GPick do not always contain a color name.
Loading a color palette like this causes the color hover text to be broken into two rows, making the UI expand the status bar, causing the color bar above to jump around, making color selection difficult.
Steps to repeat:
Load the attached gpl-file to inkscape palettes directory
Select the palette from the arrow on the right hand side of the color palette
Hover over the non-black colors to see jumpy behavior, notice that the hover text is split to two rows
Hover over the black color (with the name specified), to see no jumping behavior
Suggestion to fix:
Do not print color name when no name is specified. Prevent non-space invisible characters and line breaks from printing.

Confirmed. It also causes an empty tooltip.
I assume using the hex color code if no name is given would be the easiest solution (in fact many pallettes only contain the hex code as name anyway)
