Bug Description

BZ1481819 (1) has been opened for making cinder backups as multiple users when backed by swift provided by RGW. The Ceph Radsogw documentation (2) added an "rgw keystone implicit tenants" parameter. Adding this parameter and setting it to true allowed the local tests to complete successfully.
