Bug Description
Although overcloud deployment runs with --timeout args: "--timeout 45"
the deployment is stuck and not canceled:
until it's killed by external timeout command.
It happens occasionally in OVB jobs.

Revert "Revert "Rerun inventory before collect-logs""
This reverts commit 44ee46e82685fb8
'timeout' in deploy command doesn't work always and we can't
realy on it that it will stop deployment in time and allow
openstack nodes to be added to inventory.
