I can't access the side bar menu

When I move the mouse over the side bar menu the screen (monitor) starts to blink, the sidebar and the menu bar (top) disappear. It takes some seconds to come back the normality.

Expected to happen: click over the icons in the side bar and open the applications.

What happened: if the mouse cursor goes over the side bar the screen starts to blink, the side bar and the top menu disappear for some seconds.
