ACQ: Update EDI translator installation script for Ubuntu 16.04

For sites that have not transitioned to non-Ruby EDI, there is not a script to install the prerequisites for the openils-mapper/Ruby pieces. The "install-ubuntu.sh" and "install-ubuntu-trusty.sh" scripts are hard-coded for directory locations which makes the script fail.

I tried Chris's branch and it works for me. I added a signoff branch here:

I didn't push it to master or rel_3_0 because of the newness of the bug and another pair of eyes might be good. I also wonder if she would update the README as a part of this.
